Following ACS, the American Chemical Society, which introduced fees for the dissemination via an open archive of the version of an article entirely written by its authors, it is now the turn of the learned society IEEE, the Institute of Electrical and Electronics Engineers, to innovate in its commercial strategy with the creation of RLFs, or Repository License Fees, which it intends to charge authors who wish to distribute the version of their article accepted for publication under a CC-BY license in an open archive such as HAL.
