The University of Lorraine has chosen, since 2018, to financially support initiatives promoting the open dissemination of scientific publications. This support is made possible by redirecting part of the credits previously dedicated to subscriptions to commercial scientific journal packages.

In recent years, this support has been extended to Open Science infrastructures (DOAJ, EOSC, Open Citations, ORCID) and to the networks that promote them (COAR, RDA, Sparc Europe).

In 2024, support from the Université de Lorraine will amount to 134,000€, or 7% of the budget for online resources (including the Elsevier national licence).

For initiatives related to scientific publishing, the selection criteria are as follows:

  • Open access to all scientific content and metadata (no moving barriers, no so-called hybrid journals);
  • No payment by authors (refusal of APCs);
  • Governance centered on scientific communities;
  • Importance in the national and international scientific communication ecosystem;
  • Link with the University of Lorraine (publishing authors, usage…).

Much of this support is channelled through Couperin as part of SCOSS.
